Professor Liao Fan: Criminal Punishment of Six Kinds of Behaviors of Disturbing Frontier Health and Quarantine by Law

 

 

On March 16, 2020, the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security, the Ministry of Justice, and the General Administration of Customs jointly issued the Opinions regarding Further Strengthening the Work of Frontier Health and Quarantine as well as Punishing Illegal Behavior and Crime Involving Disturbing Frontier Health and Quarantine By Law. According to the Opinions, people refusing the health checks or falsifying health statement cards while entering China will be identified as committing the crime of disturbing frontier health and quarantine. The Opinions enumerate six types of acts that hinder frontier health and quarantine. On March 18, 2020,Professor Liao Fan, a research fellow and the head of Department of Research Coordination and International Cooperation of CASS Institute of International Law, was interviewed by the China Global TV Network (CGTN) program “China 24” on the promulgation of the Opinions. In the interview, Professor Liao mainly commented on the necessity and significance of the promulgation of the Opinions and the concrete criminal punishments faced by the perpetrators of the illegal activities provided for in the Opinions.
